Bring a large pot of water to boil, add potatoes and boil for 15 minutes or until easily pierced for a fork. Drain and let cool to room temperature.
In another large pot, hard boil eggs for 8 minutes. Cool slightly, peel, and cut in half.
In a small bowl, combine hemp milk, yellow mustard and apple cider vinegar. Season to taste with salt and pepper. Toss the potatoes with the mixture, then top with green onions, radishes, and hard boiled eggs.
