Place the berries, 1 1/2 cups coconut milk and the sugar, if desired, into a blender. Cover and blend until smooth.
Whisk the coconut cream and the remaining 1/2 cup coconut milk in a bowl until smooth.
Layer the berry mixture and the coconut cream mixture in 12 popsicle molds, adding sticks, if needed. Freeze overnight.
Place the chocolate and oil in a microwavable bowl. Microwave on HIGH for 30 seconds. Stir until smooth and melted (heat for additional 15 second increments, if needed). Drizzle the chocolate over the frozen popsicles and let stand for 5 minutes or until the chocolate is set before serving.
